No, SAT isn’t even required to graduate. You can still get into some colleges (mostly community ones) without taking the SAT/ACT.

Passing the GED shows that you have high-school level academic skills; it is similar to a high school diploma in ways.
Taking the SAT in 9th grade, in no way, means you have graduated.
Even if OP is talking about the GED, in some (if not most or all) states there is a minimum age to take the GED. For example, in VA you must be 18 to sit for the exam, with a couple exceptions allowing age 16. Not sure about the policies across the country, but I would assume it would be fairly uncommon for a state to allow a 9th grader to sit for the GED exam.
It varies by state. I took the GED in FL at 16 (I was enrolled full time at the University of Tampa at the time), in TX you can take it at 17 with parental permission and at 16 if you meet certain exceptions.
I can think of several reasons why a 16 year old might be in 9th grade. My kids all have Fall birthdays so they missed the cut off for starting K and they all turn 15 in 9th grade. If someone was held back a grade I could see how a 16 year old could possible take the GED in 9th grade but I agree it wouldn’t be common, just possible.
