does the money go back into the pot?

In your typical college brochure, scholarship money may be given "to the x% of admitted students". Do you think that if a student decides not to go to the school, that the money designated to go to that student goes to another student or is just not given out that year

There is no such thing as a “typical college brochure”. The school policies vary. Often, scholarship money is awarded tentatively until the student accepts it. Pot or any other substance is not invlved.

Lol…

Institutional scholarships are funded by the school’s endowments. Schools know that not all students offered scholarships will enroll and closely monitor and factor that in to the process of deciding the amount, type, and qualifications for the scholarships they award. When a student is offered scholarship and does not accept, they do not offer it to someone else. In most cases, they have already offered more than they expect to actually award.

It can happen. My daughter retook the ACT, after she was accepted and received an initial scholarship award, to try and qualify for a particular non automatic and limited scholarship at her school. But when she reached the required score the scholarship was already fully awarded :(. A few weeks later they contacted her to offer her the scholarship as someone they had offered it to decided to go elsewhere. :D. We were very happy campers as it was much more generous than her initial scholarship (full tuition plus a few thousand cash instead of a partial tuition waiver). She had a limited time period to accept the scholarship in writing or they would have offered it to someone else.
