Does this mean anything?

Currently i have been getting some applications from universitys. They have been sending me their application through the mail. A few of them have offered to waive the fee for me to apply. One school even said i dont have to write an essay for them (just hand in a graded paper). Does this mean anything (special interest, higher chance for getting in?) or is this just something colleges do to everyone who shows a small amount of interest

It's pretty common for some schools, but it's nice to get fees and/or essays waived!

yes but does it mean that i have a higher chance of getting accepted, like are they interested in me because my grades are on par with them?, i guess what im asking is as long as my essay is good, is it pretty certain ill get into colleges that offer me this gift

i got a lot of those letters last year. i don't think they mean more chances or anything. i didn't even bother to apply, those schools were too far away and i'd never heard of them before. someone at my school did though (if i remember correctly), i think she got in and is going there, but i'm not sure.

No, it does not mean that as long as your essay is good you will get in. It's something some schools do to 1) help applicants think positively about the school and, more importantly, 2) boost the number of applications so the school can reject more people and appear more selective in the rankings.
