<p>UIUC does not use SAT IIs for admission. If you submit them they will not appear in the file reviewed by those who decide admission. </p>
<p>Unless your family maintains official residency in Illinois, you will be treated as an out-of-state appicant who can qualify for need based finanical aid. As for merit aid, there are various scholarships, more so in engineering than other colleges, that provide some partial tution relief but you need high grades and test scores. There is to my knowledge, no particular scholarship earmarked for US citizens living in foreign countries.</p>

<p>SAT II scores are not in the file seen by any of those who determine whether you should be admitted. They will not even know you took SAT IIs.</p>
<p>Engineering merit-based scholarships are very competitive at U of I. My friend is an out-of-state student who entered with a 3.9 GPA and 35 ACT - he didn’t get any merit aid from the College of Engineering, but did get a $12k annual scholarship from the University which is specifically for out-of-state domestic students.</p>
