Double major in four years?

Okay here is the deal... I am going to be a freshman at UT Austin this fall. Currently my major is entry-level Chemistry but I want to double major in Chemistry and Computer Science.

Is it possible to do so in FOUR YEARS? What if I was in the Turing Scholars and/or Deans Scholars program?

One more thing...it seems chemistry classes are a lot more open to students that arent actually part of that major whereas compsci classes are not. Should I start off as a CompSci major and take chem classes to start or the opposite? (since i cant establish a double major until sophomore year)
