Dual citizenship and financial aid

I am a US citizen (NY State) and my husband is an EU citizen. I have not worked nor filed a tax return since moving from the US (as a trailing diplomatic spouse) in 1990. Our children have dual citizenship and attend an international school outside of the US. My husband's income is in foreign currency. Where do I begin the financial aid process?
Thank you in advance for your assistance.

You can file the FAFSA and the CSS Profile using your family financial information converted to USD at the exchange of the day that you file. You will need your own social security number and your children’s. If your husband doesn’t have a social security number, use 000-00-0000 wherever one is needed.

Whether or not you should be filing and whether or not you owe US taxes is a whole other story. Given your husband’s profession, there probably is some sort of special rule that covers you. For your own sake, you might want to read through the pertinent sections of [Internal Revenue Service](http://www.irs.gov) so that you can verify that filing isn’t necessary.

Thanks very much for your reply.
