I’m pretty sure it increases chances for anyone no matter where you are from! I am applying early decision as well.
Because Rice’s early admission option is binding on applicants. you get a slight boost by applying early. However it is not much of a boost and it comes at a significant financial cost because you lose the ability to compare financial aid offers from different universities. That means ED generally isn’t a good option unless your family has the means to cover Rice’s tuition if needed or you love the university enough to take out whatever loans are needed.
There is a definite boost.
