Okay, so I am a staff member of a Cub Scout Camp (Boy Scout of America, except for elementary school aged children), and I work there 3 days of week working with little kids and it requires a great amount of time and effort. I do get paid, but it is less than 800$ for the entire summer, and it comes out to be less than a dollar a hour. I am practically volunteering my time there. I guess since I AM paid, that would be work experience, but it is so little and I put so much time into it (the pay actually measures out once I've paid for gas to get there, so I get basically nothing). How would I put that down, I hope there is something a little more than just "work experience".

List it under work experience, and then elaborate. ["Although the pay ends up being less than $1/hour due to the time requirements, this position has been enormously gratifying to me personally because…"etc.]

Assuming, of course, it’s been enormously gratifying to you. ;)

If not, just list it under work experience without the elaboration.

^You have the best of both worlds. You are working for pay, hence you have work experience (which is different than pure volunteering because you are held to higher standards). But, you are practically volunteering, which is good because it shows you care about more than just the money (right?).
