What is the difference between ECE(Electrical and Computer Engineering) and CSE(Computer Science and Engineering) that is offered at UC Berkeley? Also, I want to work as a Computer Engineer so which one would be the better option to take?
Where are you getting your information? I don’t think there is a CSE at Berkeley.
AmaranthineD is right, Berkeley has CS and EECS. There’s a comparison table you can look up.

Berkeley has CS and EECS, and the EECS offers electrical and computer engineering (ECE) and computer science and engineering (CSE). Please refer to the link below. Personally, I don’t see any difference between ECE and CSE as there are no required upper division courses. If you like hardware, take more EE classes. Conversely, if you prefer software, just take more CS classes.

Is there just Computer Engineering offered at Berkeley?

Unless you care about what type of ABET accreditation your degree has (which the above link says is being dropped after 2019), then ECE versus CSE really is not that significant as suboptions within the EECS major.
Currently:
ECE has ABET accreditation in electrical engineering and computer engineering.
CSE has ABET accreditation in computer science and computer engineering.

What is ABET?
ABET = Accreditation Board for Engineering and Technology.
ABET accreditation is common for many types of engineering and is considered essential for civil engineering due to it being a prerequisite for Professional Engineer licensing. It may also be relevant if you want to take the patent exam.
