Hi, so I’ve found the emails of the admissions officers for my region at Cornell and University of Michigan. I know I should email them and put my self out there however i don’t know what to say! Is an introductory email okay or should I ask more substantial questions? Also if there a right time frame to email them? I heard it is good to email them during the application process and keep in touch with them until you have applied because they will know your name. Do you think emailing them in August is too soon?

Email if and when you have s legitimate question you can’t get answered elsewhere. They are WAY too busy for emails “putting yourself out there”. Put your energy into a great app, and email if you really have a question.
Neither of those schools cares to “connect” with you – sorry. They’re paid to answer questions but as a strategy to “get on their radar” you’ll be wasting both yours and their time.
Opinion here: if you are planning to email your regional admissions person just to say ‘hi, pick me’- don’t. Just don’t. Imagine how many students are in their cachement area. Now imagine how long it takes to read a single email. Do the math: how much time do you think that they want to spend reading unnecessary emails?

IF you have been deferred / put on a wait list, THEN is the time to write the regional person.
IF they have a blog (William & Mary does, for example) then feel free to post on it.
IF there is a college road show anywhere near you, go MEET them there.
Otherwise, let them get on with their jobs.
Its amusing, in a way. A few people warning the OP against this bad plan, but there are probably dozens of kids thinking “go for it!” figuring that’s one less viable competitor for a fixed number of spots.

No kidding right? You see all these hopeful threads and everyone is wishing everyone “best of luck” when, if they think about it, they should be tossing curses at everyone! hahaha
