So I know most commonapp deadline are by midnight ON the day, as in 11:59PM November 15th. However, Emory’s website says BY Nov 15th in some pages and just Nov 15th on other pages. Will I be OK if I submit on Nov 15th?

Yes - but remember it’s Eastern Time. I wouldn’t suggest waiting until the last minute though – sometimes things don’t go as smoothly as you’d like.
If you are a finalist, be prepared to spend four (mid-week) days there around the end of March (last year, the Scholarship visits were from Monday to Thursday).
