Engineering vs Computer Science vs MIS

I want to eventually startup my own company either during or after grad school. Would you guys recommend Computer Science or Computer Engineering or MIS (Management Information Systems)? A little background about myself. I am interested in healthcare software design and have two bachelor degrees in economics and healthcare management. I am decent at math but by no means am I a genius, and was leaning towards the MIS degree. Additionally, I haven't had any previous programming experience. However, is this degree technical enough for someone with my aspirations.

Any suggestions?

My suggestion:

Option 1: get a job in healthcare management to find out what the customer really needs. Once you have saved up enough money to fund the start up of your own company find a CS major who is good at programming and wants to start his/her own company. Pair up and use your combined skills to create health care software.
