Some of the schools ask that if English is not my first spoken language, that I should take an English proficiency test to confirm my literacy/fluency. The thing is that my english is totally fine, and I've taken AP English Language and have gotten a 4 on it already. Could I use a letter from my counselor or my AP English exam to supplement other unnecessary english proficiency tests like TOEFL?

Definitely email the admissions offices of all your schools, because unless you’re an international applicant, a 4 on AP English is already more than sufficient. My first language isn’t English either, so I emailed the schools in question and they just told me TOEFL was only needed for int’l applicants.
