<p>US News has Michigan as tied for third in undergraduate environmental engineering (as of 2008), and tied for 6th in graduate (2007). You also the advantage of Michigan having the School of Natural Resources and the Environment. As long as you keep a 3.5 (or even just a 3.2 if you petition some board), you can also get your masters in 5 years (maybe 4 if you're expeditious). There's also a joint program between COE and SNRE where you can get a regular masters in SNRE and masters of engineering in COE for "engineering sustainable systems". You also have the option of doing something like Program in the Environment in LSA, which seems like it would be a better option if you wanted to pursue field work. Even if you wanted to do more technical work, you could do Program in the Environment (assuming you supplemented their minimum requirements with some tougher courses), and still end up in the SNRE masters program and not be too far behind. My dad works in environmental engineering, and even though he does pretty technical/mathematical stuff, none of his three degrees from Michigan are from COE (undegrad LSA, masters SNRE, PhD Public Health).</p>
