<p>The T floats rate increases from time to time. They've floated the idea of ending free outbound on the trolley portion of the Green Line many times but it hasn't flown for three reasons: political opposition; the opinion the service works better when the trains can open all their doors; studies which show the gains from revenue will be offset by lower ridership. </p>
<p>The T has to bring up this option when they discuss fare increases. No one knows what will happen. If they put it in, then buying a Charlie Card will look better. The T is trying to switch away from tokens and cash to these cards and will likely offer a discount for card users.</p>
