Do you mean application fee waivers? Did you use a SAT fee waiver? Then if you sign into your collegeboard account you should have 4 application fee waivers to use.
Some individual schools have fee waivers too. And if your GC verifies your eligibility you can apply to common app schools with fee waiver. If you are instate for CA, I think there is a fee waiver for UCs or CSUs.

Penn State and NYU are not going to be affordable for you, they don’t meet need for a low income student.
UW and other OOS publics like Rutgers are also probably too much, unless they would give merit, which they are not known to do in big enough amounts.
Run net price calculators to see if the school would be affordable. Stanford probably, if you are accepted.
The best backup plan might be a CSU in commuting distance.
