Fee Waivers

Do admission officers know if you used a fee waiver for financial reasons? How does this impact admissions? Do admission officers look down upon applicants who utilized a fee waiver because they know that the university will have to provide more aid to the applicant? Or are they more lenient with these applicants because they are aware that they lacked resources in high school?

From what I know, the Admissions Office is completely separate from the Financial Aid office when it comes to the admissions/application process. Someone correct me if I’m wrong
