Do colleges wait for fee waivers or payment in order to begin viewing the application? This would be extremely interesting to know. Do they put the not-yet-payed/waived-for applications in a pile for later review?

People on College Confidential don’t have every detail about how college admission committees work. I would assume though that they don’t review until the fee is paid.
If you are concerned about a specific school, it would be a good idea to call and ask the admissions office directly. It very well may vary from school to school.
