<p>I got a fee waiver from Rice. The office said that it's based on my high AP scores and they are offering me one to encourage me to apply to Rice. To be honest, I kinda of considered Rice, but never expressed a strong interest. Does this fee waiver thing mean that I have good chances? or is it random?</p>

<p>I think it's probably a random encouragement used to increase the applicant pool. Back when I was applying, Rice waived my fee because I selected them as one of my top schools with National Merit, and I remember Northwestern waived my fee for some other reason. That said, you should take advantage of this opportunity! Rice is basically the coolest place in the whole world ever.</p>
