Am I supposed to fill out the FAFSA with my family's 2011 tax return? Or 2010 one? Man, I am so confused. On the FAFSA, they keep making references to the year 2010: for example, "For 2010, have your parents completed their IRS income tax return....?" "What income tax return did your parents file or will they file for 2010?"

the FAFSA for new students, who will be attending in Fall 2012 isn’t available yet.

It’s not available until January 1st. You are looking at the one for current college students, not current seniors getting ready to apply.

Then you will fill out the 2012-13 form, based on 2011 tax figures. You will estimate using the answers to the 2011 tax return. However, this isn’t complete yet, so estimate based on 2010 tax return and then come back to FAFSA and correct it in a few months.
