<p>Also, is 2000 in the SAT competitive, with good ec's and recs, but average gpa and rank?</p>
<p>i don't know dude, i feel that a lot of the times international students get shafted when it comes to getting financial need because schools like ND would prefer to give away their carvings to minorities/other highly qualified individuals of lower socioeconomic backgrounds to U.S. citizens. don't let this discourage you from applying, though, anything can happen.</p>
<p>It would be need-based, as ND does not give merit aid.</p>
