Both USC and UWashington claim that they are need-blind to international applications. However, neither seem to offer financial aid. I don’t understand why anyone would ever claim they need aid in their application(unless they have to reuse forms across colleges) if it is not offered anyway.
However, I have heard that there is scope for funding international students at all 3 places. What are the options?
Need blind for admissions means that the your ability to pay is not considered when your application is reviewed. This is an admissions term.
Meets full need for ALL means that the school meets full need as it calculates your need to be. This is a financial aid term.
Why someone claim they need aid when they apply at a need aware school? Because…you need financial,aid to attend a college, you won’t be able to attend without that aid. In other words…admission to the college will be worthless without aid.
If you need aid…apply for aid.
And yes, in many, if not most cases, need based aid for international students is limited. Some schools don’t provide it…at…all.

Need blind simply means they don’t care about your need in the admission process. Whether they care about your financial need in other way is a total different thing.
USC offers plenty of financial aid, but you will still have to pay a hefty amount to attend it. Families with 0 EFC and almost no assets are still required to pay $10,500+ per year.
I’d be surprised if UWashington-Seattle and UIUC had any substantial funding for international students. UIUC is especially stingy even for U.S. Illinois residents.
