Financial aid for International students wanting to study in Europe?

So I just have a quick question, long story short. I'm currently a sophomore in college here in the states, but I really want to finish my degree over in Europe. Does anyone know of any information about how someone would go about trying to get financial aid (grants, loans) (I've already been filling out scholarships like crazy, 4.0 GPA) without going through a study abroad program/exchange program? Do European governments offer any assistance for international students? Ive been researching this question for about the past two days, and have been unable to find anything. I currently have an email out to an admissions dept for a university in Ireland.

Thanks.

Your best source of information is the various universities themselves. For general information, contact the Education Officer at the closest consulate of each of the countries that you are thinking of studying in. That person will be able to help you find out what you need to know about higher education in his or her country.
