The instructions for international students often assume that the student lives abroad. Which instructions should I follow if I am neither a U.S. citizen nor permanent resident but has lived in the U.S. for 8+ years?</p>
<p>You need to contact each institution directly, and ask them. Don’t be surprised if each place tells you something different.</p>
