I understand that Cornell is need blind for international applicants, but does not guarantee to meet full need. I've read somewhere, I can't remember where, that Cornell always meets full aid for applicants that have already been granted full aid by another top university(Ivy League, Stanford, MIT, Caltech or Duke). Is that true? Also, can Cornell give full aid to someone who wasn't granted full aid at another top school?

Cornell admissions is independent of the Fin-aid office, so financial situations do not affect int’l student admissions. However, the fin-aid office only gives aid to int’l students they really want in Cornell because they have limited funds, so if they don’t give you, they want you but can’t afford you. If you get better aid from any other top school, you might as well go there. The policy only applies to domestic students that are guaranteed aid. And yes Cornell can give you aid even if you weren’t given at another school, but you have to be really impressive to get ‘full’ aid as an int’l, although most ivies like princeton, harvard ish have more funds than Cornell, so it’ll be unlikely they give you less aid than Cornell.
