Financial Aid Question

Let's say [hypothetically] that ones fin. aid package covers everything except for $7500 [efc] if that person received a 7500 scholarship, would it go towards the remaining expenses, work-study or something else?
can a scholarship ever cover the efc?
wat if a scholarship was 51000 [around wat penn costs a yr] then ill the efc be covered?
