I’m not sure if you guys have any knowlege about my wife’s case but here is the case.
I am married to a woman in (June 2016). She’s been in University since 2015 (which she filed financial aid in 2015).
Her taxes were filed under her parents for 2015. And in 2016 (we filed through H&R block together).
she failed a semester and lost financial aid (got suspended for a semester.) 2018 spring semester is started and now the University financial office is asking her, MY IRS verification of Non-filing Letter for 2015.
What does my 2015 taxes has to do with her Financial aid for 2018 semester?
The 2017-2018 school year uses the 2015 taxes year for financial aid purposes. If you are married NOW then she has to provide the school with your 2015 earnings on her financial aid forms in addition to her own.
2015 finances are what gets looked at when determining financial aid for academic year 2017-2018, which is what we’re in right now. Since the student (your wife) is now married, they must consider the 2015 finances of both her and her spouse (you), even though you weren’t married in 2015. The idea is that you should be able to help her with school, so they want to know about your financial situation too, based on 2015 information.

And if you didn’t file a tax return in 2015 the school wants verification from the IRS that you didn’t file. Hence the nonfiling letter from the IRS. You should be able to order that on the IRS website to be sent to your address or go in person to an IRS office.
