financial aid

I know Harvard and Penn adopted a new financial aid policy this year. From what I have heard, for Penn, the new thing is that all aid will be loan-free. But what I want to know is has the actual amount that they give you changed. For example, if they would give a student would have got 35k last year (with loan), will he still get 35k this year (w.o loan), more than 35, or less than 35?

Also, does Penn have the same exact new financial aid policy as harvard, or is it just similar?
