Four years for undergraduate engineering?

Since all the engineering majors at UCSD are capped, can someone reasonably complete an undergraduate engineering degree in four years without being in the honors program? Five years? Or longer?

Yes, very possible to finish in 4 years as long as you are not picky on class times and professors. This is true for most schools and there is always summer options if you find yourself falling behind.

It also helps a great deal from a graduation standpoint if you’ve taken a lot of APs and scored well and/or taken dual-enrollment/CC classes.

It also can require some 1 or 2 year look-aheads to see enrollment and class offering patterns and lay out your schedule appropriately. That can be a time-consuming process. Much of the time you can predict the future by what is offered in the past.
