I go to a medicore state school. (name is not relevant). I have a pretty high gpa (3.9). Pretty good EC's and work experience. But because of my school's status, should i kiss the T5 law schools good bye? Even if i did extremely well on the LSAT, because i dont go to a prestegious school?

Not at all. If you look at the schools from which Harvard Law School has students, you will notice plenty of unknown schools. The ones that come to mind are several California State Universities which are essentially unranked.

The general consensus is that your undergraduate institution matters very, very, very little, if at all, if you have the numbers. With the excellent GPA you have now, you just need a great LSAT to complement it. No one will care where you went to school.

Also, if my assumption based on your user name is correct and you are African American, you will get a significant boost at many schools (ie schools that would be a reach with whatever LSAT score you get could become matches, matches become safes, etc.)

It doesn't matter much, in terms of admissions, where you went to school. Going to a top school might give an applicant a (very) slight boost, but you won't be negatively affected by the school you attend... unless it's unaccredited or something. With a 3.9 and a good LSAT score, you will definitely have a good shot at top schools.
