Funding for Maryland Scholarship cut/ Instate tuition granted to undocumented residen

The details of the bill to grant instate tuition for children of undocumented residents include:

Those students must have attended a Maryland high school for, I believe, 3 years, and must apply first to Maryland state community colleges, which have open enrollment. After 2 years, if they qualify academically, they are then eligible to apply to instate 4 year universities at the instate tuition rate. If they are accepted their seats are not to be counted among those seats the U-Md system is required to reserve for resident students. They are not eligible to receive scholarship assistance. They must provide documentation that they or their parents have paid and will continue to pay income taxes, and they must apply for citizenship as soon as possible.

Thanks for the correction - I took it to mean that 2011-12 was literally the last year of funding.
