I think it means you can transfer there Fall 2022 if you meet all the criteria - 30 credits at an accredited university for Freshman year with 3.3 GPA etc there are details on their website - we never considered it so don’t know much else. My D is not first generation though but got a similar letter.
No. You can apply for next fall but have to spend freshman year somewhere else and take required number of hours and get required GPA and apply for transfer.

No not all rejected are given a pathway option. There are several pathways. 1 for first gen students, one for arts and science and one conditional admission pathway. May be others. From what I understand, they all work similarly. You meet the criteria at another institution and then you can transfer in.
