It is not too late to plan a meaningful gap year.
One issue is that with the coronavirus none of us really know what will be happening in September. We do not even know if schools will be open in September (a subject for a different thread).
If you are not ready to start university in September, then my recommendation would be to take a one year break. Even if you just work at McDonalds or in a garden center moving plants around (probably not the best choice in the winter if you are from the north) having worked for a year will give you another perspective on life which I think will be useful for a university student.
Do UCs allow students to take a gap year. I don’t plan to but as I am a graduating senior I want to decide whether to go to a university which I know does allow gap years or a UC.
Standard policy on deferred enrollment varies by campus (see web sites or common data set):
UCB: yes, but rarely
UCD: yes, does not specify criteria for approval
UCI: no
UCLA: yes, for extenuating circumstances like being called to active military duty
UCM: no
UCR: no
UCSD: no
UCSB: no
UCSC: no
