<p>No. "First come, first serve" implies that you'd be selected as a scholar just for turning in your stuff early and it would be completely a chaotic way to select winners.</p>
<p>Rolling most likely means that they evaluate the documents submitted as they come in and in some cases can immediately accept/reject a finalist. For example, if an applicant filled out their FAFSA and turned out to be ineligible for the Pell Grant. GMS could immediately notify this finalist that they are, in fact, ineligible for the award.</p>
<p>GMS doesn't release the number of finalists chosen, but I personally think that the number of finalists is most likely just slightly more than 1000 (the number of eventual winners).</p>
<p>It makes sense that an applicant pool of 13,000 could be whittled down to maybe 1,100 (give or take) finalists and then you can toss out the people who are financially ineligible and also those whose GPA didn't actually meet the minimum in the end. I chose this number since it would make sense that the number of finalists is less then 10% of the applicants and then the winners are about 90% of the finalists.</p>
<p>I imagine it must be similar to how college could have 715 spots for an incoming class but send out maybe 850 acceptance letters, accounting for the fact that not every person will attend.</p>
<p>I doubt anyone would turn down the GMS scholarship, so they probably select a group of about 1000 finalists, plus a few, just in case some are ineligible or after further review do not seem GMS scholar material.</p>
<p>The first part of the GMS application was so specific and comprehensive, that I feel the GMS people already have a very good idea of each applicant when they choose finalists. The finalist round seems to be a confirmation or verification of each applicant. It didn't even really ask for additional information. Just a transcript, school report, SAR and GPA.</p>
<p>Even though it's not first come, first serve, as the proverb says: "Early bird catches the worm," so it can't hurt to turn your stuff in early.</p>
