<p>In-state tuition is going from (per semester) $4,129 to $4,501, an increase of $372
OOS Tuition is going from $13,781 to $14,153, an increase of $372</p>
<p>So in-state is increasing by 9%, while OOS tuition is increasing only by 2.7%.</p>
