Getting into UT by transfer

I am currently a junior in HS and a resident of California. I really want to go to UT Austin, but I think my chances of getting in first try are pretty slim as an out of state applicant. I know there are good universities in CA and all, but I have the Texas Guaranteed Tuition plan, and it's a better deal than paying full price tuition here.

From what I understand, the CAP program is only offered to Texas residents, which I am obviously not, so my only option would be to transfer. Right now I'm looking at schools like Texas A&M, which I have a fair chance of getting into, and UT Dallas and University of Houston, both of which I can definitely get into.

What I'm wondering is how hard it is to transfer into UT Austin? I'd like to get into the business school, but if I didn't get accepted, I could also go to UT, then transfer into business after I'm already in right? Also, let's assume that I would be able to keep my GPA above 3.5 if I went to, say, U of Houston. Do you think I'd have a fair shot? And also, is this even a good idea? I'd like to know anything you could tell me about the transfer process please ^.^

I know a guy with a 3.9 at texas tech that applied to transfer to McCombs. He didn’t get it. Only 84 people got in through external transfer last year out of 483

Well I figured that McCombs would be hard to transfer into from outside. What I’m wondering though is how hard it is to transfer to UT in general, and then once I’m in, transfer into McCombs.
