Good Colleges with City Life and Outdoorsy Areas

I need some help finding schools that are in or close to a city, but also have many opportunities for outdoor recreation. I'd prefer a school that isn't preppy or heavily involved in Greek life. I am willing to consider religious universities as well. I'm looking all over the US, but I'd appreciate any suggestions closer to NC where I could possibly qualify for in-state tuition.
My budget is around 20k, but please post any suggestions, as scholarships may be an option! :)

How big of a city?
What outdoor interests?
What are your stats: test scores, GPA, class rank, etc?
Intended major?

City Size: Anywhere over a population of 500,000
GPA: 4.1 (weighted, my school has a complicated scale and I haven’t recently converted this to unweighted with my GC)
SAT: 1900 superscore, taking again in October
ACT: 28 Composite
Class Rank: My school does not reveal this to students
APs: 3 on APUSH, I will be taking 5 APs senior year
Outdoor Activities: hiking, paddle boarding, kayaking, running trails
Majors/Career Paths: Mainly undecided so far but psychology, physical therapy, recreational therapy
