Good financial aid/scholarships for transfer applicants?

Sadly, I didn't take financials into consideration when applying for colleges, so I am now attending my cheapest option school. I have nothing against it, but out of state tuition (Oregonian going to University of Washington) is horrendous, and chances are we are unable to gain residency.
/end background

I might transfer to a different university, but I was just wondering which ones give decent or good aid/scholarships for transfers? I am planning on majoring in engineering, most likely CS, EE, or BioE and I'm currently paying $36k (33 with scholarships...) out of the pocket.

Any feedback would be awesome. Thanks!

[Edit]
I'm a froshie at UW. If that clears things up. :)

I don't know if it would be on your radar list, but I remember looking into Manhattan College in NY as a transfer option and was told it was one of a minority of colleges that had a fund just for transfers. I mention it because it is known for it's engineering program. One thing though, being a Catholic college, you do have to make up any religious courses but he told me that would be easy enough during the year or they would take CC credit if possible.
