Good GPA, Bad SAT scores, What are my chances for UCLA, UCB, and UCSD?

What is the chances of getting into UCLA, Berkley, or UCSD with the following:

EC: very weak
involved in Key Club 4 years and Concert Band for 3 years, 1 year of Marching Band.
No Leadership
Play badminton regularly but not in team, since our school got none
200+ hours of service

Academic:
GPA(unweight): 3.93
weighted: 4.26
ELC Student
SAT Reasoning: 1700(first time), 1980(second time)
SAT Subject:
Chemistry: 780
Chinese:800

2 4s on Human Geography and US History
ELC Student
Taking 4 other AP classes currently

Others:
Asian, came to US for only 4 and a half years, started as 8th grader

I am planning on taking 2 more times of SAT, but I heard that it is really BAD to take it more than 3 times. Is that true? Should I take them? But what about the score choice thing? I can just submit the best score and not the other three and UC won't know that I took it for 4 times, or would they?

Also, do you think it is outstanding to achieve these stats in merely 4.5 years of immigration? Cause I am mentioning it in my personal statement.

UCSD is based on a point system -
[UC San Diego Comprehensive Review Admission Process: Freshman Selection, Fall 2008](http://www.ucsd.edu/prospective-students/admissions/undergraduate-admissions/freshmen/process.html)

You can google around and find estimates for how many approximantely how many points you need - probably over 7600 or more.
