Hi I am a physics major trying to transfer from ucsc to cal, ucla, ucsd, and ucsb. Over the summer I took a physics course at cal in which I received a C.
Before this I had a 3.93 gpa. I retook the course at ucsc this fall and got an A+ in it. Since I got higher than a D in the course, the A+ wont really count on my gpa but im hoping at least it will look better than just getting a C and leaving it behind. After this quarter at ucsc my gpa is now 3.86, with an A in linear algebra, A- in computer science, and B+ in multivariable calculus, and the A+ in physics that doesnt really count on the gpa. So what chances do you think I will have at the schools im applying to?

With a GPA like that you will have a good chance at all of the Schools you are applying to. The C does not look great but since you showed that you can do well in the course by repeating it makes that problem look better. The biggest problem is that you will not have priority over community college transfers.
