Got the October Test Again!

I am an Int'l and gave the ACT outside the 50 United States, Previously i had given it on 28 October. On my Answer Folder it was mentioned that

[quote]
if you tested on a Non-Scheduled Test date you should test within 60 days of that, This restriction appplieed to all except thoose who tested on a Natioanl Test Center om a National Test Date. See Taking the ACT booklet for Details.

When i read the Taking the ACT booklet it said that We shouldn't test within the same month, this is also what my proctor said.
Does National Test Center means within the US? Was i allowed to test in Dec.
The thing that is worrying me is that i got the same test i gave in October, is it common?

You are so lucky!

someone stated before that internationals reuse the test booklets so this may be why. Also I remember someone was complaining about how some international students can not write in the test booklet.

That is what probably makes up for the inability to write in your test booklet.

that wld suck....this one was so much easier.
