GPA/Extra Curriculars for international students?

I'm currently a junior at a high school in Japan and my situation's kinda confusing and hard to understand.
I'm a permanent resident and I went to schools in the US from preschool to part of freshman year in high school. But when I was 15, I had to "move back" to Japan.
I was born in Japan, but I grew up in the US, so I couldn't speak, read, or write in Japanese. There were no international schools nearby, so I had to enroll to a regular Japanese high school in which all classes were taught in Japanese.
Because I didn't understand most of what was being taught, my first year grades were not so stellar. But, I was never at the bottom of the rankings, and pretty much always in the middle.

My school doesn't have a GPA system, and it's really hard to join clubs, even harder to land a leadership position. It didn't really help that I didn't know how to speak proper Japanese.
I currently have a 4/5 average grade which is pretty good - higher than most students, but my "Japanese" and "Ancient Japanese" grades are terrible. It's really hard to get a 5/5 so I don't think it's that bad.
I also don't have a lot of extra curricular activities. The only ones that I have are opening an English school for Japanese middle school and elementary school students, 3 years of piano, and 2 years of a math club that I started.

Do you think I have a chance at any good universities? I'm interested in majoring in business or international relations.

If possible, take the SAT and see what you get. If you have stellar SAT scores and can explain your situation in your college apps, I would say that your chances would be pretty good.
