Does anyone know whether colleges look at weighted or unweighted GPA?
I'm talking about top tier schools, (MIT, Brown, Cornell)

Varies. Many of the high ranks (a) consider only grades in college prep courses -- language, English, math, lab science, social studies; and (b) use your unweighted grades but then apply their own weighting system for AP or honors courses so they get uniform weighting for all applicants.

What is the difference between weighted and unweighted GPA?

Weighted GPA is when some courses are weighted differently than others - for example, in Honors Calculus an 'A' might be worth 5. So your GPA could be above 4.0...

Unweighted GPA removes any weighting. An 'A' is worth 4. Period.

Not entirely sure about the top tier schools specifically, but most colleges look at both. Good grades in a tougher curriculum is always good. Percentage grades throw a whole new wrinkle in the mix.
