does anyone ever go to grad school in canada (but not undergrad) and then move back to the US?

I got an M.A. in philosophy at U of Toronto, and then came back. It's a nice way to spice up your resume and experience a different culture without traveling very far. Plus, the usual flaws that people point out in Canadian universities (large intro classes, lack of bigtime sports and school spirit, not much on-campus housing) aren't really a concern when you're a grad student.
