Great test scores risky gpa

Hi everyone! (posting for a friend!)

I am looking for recommendations regarding a Computer Science school. I have a 34 GPA and a 3.0 GPA (slacked off freshman year, the usual). I can probably write a pretty compelling essay explaining it all but I know it doesn’t excuse my GPA. My family doesn’t want to pay ridiculous private-school prices so hopefully somewhere with decent FA.

I have already thought about going to community college and transferring to state U. Let me know if anyone has suggestions!
