I am not an international student (I was born out of the country but I am a permanent resident). However, the checklist says “awaiting TOEFL” even though I paid the domestic fee. Do I have to contact the admission office?

I would take Harvard at the word (TOEFL is not required) and ignore the message on the portal, but if it makes you feel better, you can call Admissions to clarify the portal message.
