HELP! Incoming Senior! Need help deciding where I want to spend the next 4 years!

As the title mentioned, I'm about to be a senior and I've been using this summer to really crack down on the colleges that I want to attend. This choice will be the most important up until this point in my life. I just want to know from an unbiased 3rd party what my chances at these schools would be. I know what my reach schools are already but if you could help show me which schools are a match and which are a safety because I want to make sure I have enough safeties on the list. Also any other schools that you think would be a good match would be a great help. I want to major in political science as I'm very interested in politics and government.

Right now I believe I have 3.5 unweighted GPA and am #10 in my class. It's not the best but I am going to work really hard and hopefully raise that during my senior year. My combined SAT score was an 1810 and that too is not the best but I plan on retaking it in October and will hopefully be able to raise it.

Any advice you would be able to give will be much appreciated. I want to try and cut down this list since 13 schools is financially a lot to apply to. Thank you for your help!

Have you ever heard of the Posse Scholarship. If not, I suggest your search it up. All those schools are Reaches/Low Reaches beacuse of your low UW GPA and Low SAT. However, I think your only safety is Syracuse. Chance me back? :D

Berkeley: Reach
UCSD: Reach
UCD: High match
UCI: High match
American: Match
LMU: Match/High match
GWU: Reach
U Rochester:
UWA: Low reach
UMD: High match
Fordham: High match
BU: Reach
Syracuse: Low match/Match

I’m from Guam so I’m hoping that maybe being a minority might help with the application process. I’m also concerned about financial aid because I really don’t want to start my adult life off with hundreds of thousands in debt. So if there are other schools with good programs that either have good financial aid packages or adequate tuition that would greatly help.
