The reality is - you can apply for the full tuition programs like I mentioned above - but you need to hit the auto merit schools - and get “most” tuition - so your Arizona, Alabama, UAH, Arkansas and others people mentioned.
Apply for others that have full rides or full tuition - but with auto merit at least you have guarantees.
Looks like you have a shot at a full ride at Ole Miss. The merit and gold award scholarships are guaranteed with a lot of other opportunities (especially in engineering) that I believe stack.
It’s late for 2022/23, but (for others reading this thread in future) but in addition to covering full tuition for ACT of 32+ (or its SAT equivalent), Utah State University has very competitive “Ambassador” scholarships that are pretty much full rides.
