University of Richmond would be a good one to look at. There’s some decent merit to be had and also scholarships specific to ROTC. The Geography department has a Spatial Analysis Lab. https://geography.richmond.edu/major-minor/index.html

U of Miami could be worth a look also https://geography.as.miami.edu/study/undergraduate/bs_major/index.html
At U of Denver, you could combine their Geographic Info Systems major https://science.du.edu/sites/default/files/2020-05/GeogBSGIS2020A.pdf with their Pioneer Leadership cohort honors program https://www.du.edu/leadership/ The business school is a strength and the entrepreneurship minor might appeal. https://business.ucdenver.edu/minors/entrepreneurship
Miami of Ohio would be a good financial safety, with auto-merit that would discount tuition by 35-50% https://miamioh.edu/admission/merit-guarantee/ and a geography department https://www.miamioh.edu/cas/academics/departments/geography/academics/index.html that also offers an accelerated BS/MS.
Within the WUE network, U of Utah would be very affordable, and your stats are right about average for the Honors College https://honors.utah.edu/admissions/admission-process/ which offers a smaller cohort and year-long Praxis Lab projects in addition to honors academics. Utah has a very robust Geography program with multiple emphases https://geog.utah.edu/emphases.html as well as a combined BS/MSGIS https://geog.utah.edu/undergraduate/bs-msgis.html (Of course, you have Barrett Honors in your own state as well, but if you’re wanting a change of scene with unparalleled outdoor recreation, Utah has that in spades and while its 24K undergrad population is a little larger than you stipulated, it’s small compared to ASU, and only about 2300 are in the Honors College.
As others have said, a lot depends on your budget, but you should have good options
