Accepted to UIUC and UT as an international transfer student from 4 yrs public school.
I am economics major.
I don't care about the weather.
Which one will be my better choice?

Congratualtion! International transfer is extremely hard for any school and these two are even worse but you made it!

It depends on what you want:
do you want urban/suburban/rural setting?
which region do you prefer? middle? west? east? south?
state/regional tax? When you pay stuff, tax can be very annoying.
Which one is less expensive?
Which one has a better economics major? Which UT are you talking about? If you are talking about UT austin, UT austin has better economics department. UIUC is good too but a bit lower in rank than UT Austin.
Public safety?
Outdoor activities? Like restaurants, shopping, etc etc.

I think UT is better for economics. Did you make it into any Honors Program (or hope to)?
Subjectively, I like Austin better than Urbana Champaign but someone else could argue the exact opposite.
Weather could be a deal breaker.
What about housing - do they have transfer housing on either campus? Do they help you find off campus housing or have private residences nearby?
Finally: congratulations, those are two great universities - and transferring in as an international is very very hard so pat yourself on the back (or do a happy dance) you can be proud!

Buy yourself a chipotle burrito.
